It's all up to the employee working at the time. You have to understand that not all of them, if any, have knowledge of repair, even if it's just a bulb.
Probably not. They tested and charged my battery while I replaced my alternator in the parking lot, but that is a service they offer. Taking your tail light apart is a little different, but up to the employee if they want to help.
