This is my first time getting a birth certificate for my 3 year old. I have the Ssn number but not the actual card. Can I still get her a birth certificate or I have to get the actual ssn card first?

No you need the actual social security card for your daughter what you have to do is go down to the Social Security office and get a duplicate card for her
