Not without positive identification. I read the website and it says a person can use certain other forms of ID such as a voters registration card, several utility bills and other things that have your name and account number on them. You really should read the website before you go because the line is very long and the people who work there are State employees and don't really care about you not having your birth certificate or any other issue you may be there for. Most of the employees are very old and need to retire. The atmosphere in the place is exactly that. People who don't care and are watching the clock towards their retirement date.
