Why when i call the Philadelphia office do i get a constant busy signal..no matter what time of day? I was told my sons bc would be mailed out 18 dec and i havent received it. Am trying to find out the status..getting no help..

Welcome to the inept city of philadelphia .... honestly the people there are over worked that office gets mobbed every day and their is maybe 4 people staffing it. And it takes longer than they say it does. Be patient. You forgot that the holidays will slow the whole process down.
