If you are within income guidelines they might help, however, you could try Mid Cumberland Action Agency for help. I know that they do help with electric, water, rent, energcy efficiency, etc.
They do help with electric bills but my experience has been that they said they would pay $50. I had to find other places to give me the rest before they would give it to me. Mid-Cumberland has something called LIHEAP that pays several hundred dollars on your electric bill once every year. It's behind Kids World on N Comberland
