When you say you can’t get a tech out are they refusing to send a technician? Rain shouldn’t affect your service unless the power is going on out/power surges. Also how old is your equipment?
Spectrum is very good at getting techs to the home, lots of time they do same day service. 90% of the time it is not the equip it could be numerous of things that can cause the service to be intermittent or for service to go in/out. Are u the only one on your street that is affected or is your neighbors to the left and right of you experiencing the same issue. What about neighbors across the street as well. If so, it could be a cable plant issue where a maint tech may need to work that plant issue. If you are the only home having an issue you might need a service tech at your home to troubleshoot the individual problem. First thing I would tell you to do is to make sure all wiring to the equip is hand tightened, loose connections can cause those issues you are having as well, then if that do not work then try resetting the equip. If that did not correct your issue then yes you will need a tech out there which will lead to either a signal issue or possible equip problem.
Spectrum does not refuse a tech if they can verify an outage with you, are you calli g when you're expericing the issue? Equipment is normally the culprit and can be exchanged anytime at a spectrum store at no charge. If the issue continues a tech will be provided
