Definitely talk to them first. If you feel too shy talking to them, leave a note in their mail box. Most people care about what other people think. If it doesn't improve in a few days, call 911 and have the police come out.
Start by letting the neighbor know it disturbs you. If that doesn't help find out local ordinance. Often only barking late at night to early in the morning is considered a valid complaint.
