Call and make an official complaint and report if speaking with the owners hasn't produced any results. But definitely try and speak with the owners first.

I don't see much about breed info listed on the dog's paperwork. Looked at hundreds. Do we just guess about this info? I know that many are strays and such, that's just frustrating see "Chocolate and White Mix" as a breed description.
