You don’t necessarily have to commit a crime to be in jail....

people DO Indeed have rights, although they seem to be more trampled in Ga. You need to get the FBI involved, if you leave it up to cops to police themselves nothing will ever happen. civil rights violations are taken seriously and if you have a legit one it usually leads to a payout. if the taxpayers have no problem hiring cops like this you should have no problem taking their money.

Indeed this is true. Here is answer to any incarcerated for long time without court. Contact the public defenders standards Council. They can write to them from inside jail or someone on outside can contact them on their behalf. They will step in and put public defenders in check and court dates will be made within month or less after they are contacted. This works in any county jail. Public defenders standards Council will answer if an inmates public defender is not putting them on court calendar in a timely matter. I have helped dozens and dozens in various counties all over georgia with this technique.

The inmate needs to file a grievance and put their situation on record. There is so much crime...mostly drugs, vehicular offenses. And lots of PEOPLE ON PROBATION, MANY many offenders violating probation requirements. If a probationer is believed or accused of violating, long term holds may occur, pending a hearing on the probation status.
