I have a Masters in Public Health and wrote my thesis on HIV prevention (or lack therof) in the criminal justice system. This is extremely dangerous to both the inmates safety as well as the safety of the general population. I encourage you to call the Atlanta Ryan White Office of Support and have them give you the number for the state case manager over HIV positive inmates.

Go to jailatm.com and create an account if you don't have one already and it'll have you select the state and the facility name and then you'd put in the last name of the inmate and select their name from the list that populates then you can either send them money (putting money on their books) buy them commissary packs, email/message and send photos, etc
