Why doesn't a Restaurant answer their phone? The only reason I call is to get info to place an order and these people don't answer their phones? Is this a directive from the owners? Or is the Manager able to cause loss of revenue being stupid?

Yes the manager is stupid thats why the hired him and it may be that they are taking orders online

If your calling during peak hours the manager is out working with their employees to see that the food is cooked and expedited in a decent amount of time, or fixing whatever problem that is causing the problem. They probably don't even hear the phone ringing, or are too busy to answer.
