Good luck getting an answer, I have called 3 times and made a visit no one from the office will answer, I heard that they were accepting applications, I just don't know how to get one.

Lots of people have exactly the same experience. Call and leave a message. The new on-site manager doesn't answer the phone at all on some days! If all else fails, the company name is SHP Property Management. Google is your friend.
