Yes, this is actually very ridiculous. But you have to keep calling, I had to stay in line for 40-50 mins each time. Due to covid they are only taking appointments by phone call, no mail, email, no in-person, no nothing. Seems impossible to get an appointment, and there has to be some other way out. But keep calling you may get a chance. Try near-lunch hours l.
