I had the same problem and I was blaming ups However, a very nice person at ups called them and they say it has to go to the address listed on the phone first for inspections then sent to that address we were told to send it to.

Please use Fed Ex for the delivery, I was having same issues with USPS and a good Samaritan mentioned it to me, use the same address as follows: "Department Name" (where specifically you want it to be) U.S Citizenship and Immigration Services 2200 Potomac Center Drive Stop 2425 Arlington, VA 20598-2425 You should be fine, I did overnight shipping with FedEx and it reached finally.
