Free Speech is allowed anywhere as long as it's not creating a problem or causing visitors to feel unwanted. With free speech, I would pray and hope people consider this place being a place for everyone including families with small children that don't need to be subjected to grown up problems and get scared away by those that persist on free speech being their right. My question would be why a State Park would be necessary as there are plenty of places to speak other than a family oriented park. It sounds selfish to me to choose a State Park, but that is my opinion and right to feel that way as is yours. Oh wait, people don't care whether they are selfish or not as long as it's fits their metopia agenda and their rights. If this country were to consider others more it could have a positive affect.
I believe the 1st Amendment gives you that freedom anywhere in the US...
All speech must undergo a vetting process to ensure the feelings of anyone within earshot will not be offended. Jk, I don't have a clue!

I have not noticed a free speech designated spot but you do have the right to free speech. But I hope you realize your rights end at the end if your nose as my rights begin there.
I'm not aware of any designated free speech area there.
Not sure what that means but pretty sure you can shout out anything you'd like on the beach or in the woods. Lol
