I have seen people with dogs. The park service website lists where you can have pets and where you can't. They are not allowed on the beach or boardwalks leading to the beach. https://www.nps.gov/cana/planyourvisit/pets.htm

Also I believe you must have them on a leash or have complete control over them at all times.
