I have sent my documents for my passport to be renewed from october of of 2017 and now is febuary 2018 jow long do i have to wait for it to be returned to me?

I call three times and the person answer the phone said that it's not ready yet and she will take my information to the management and still no reply,, ,, i also call this morning febuary 15th 2018 and is the same thing she is telling me that she will speak to management about it.who can i call or what else should i do i need help,,
