Yes you can book your room and not get charged until you arrive to the hotel but you will get charged and not get charged after you leave. Just a word of caution make sure you go over your invoice after you pay for your stay at the hotel once you arrive so that way when you return the keys to your room they will give you one key for you to get out the parking and just make sure that you look at your credit card statement after you leave. So there will not be any outstanding pending charges. Also hotels do put a pending charge on your card just to ensure that there's nothing missing from the room or nothing damaged once they inspect the room and everything is okay then that pending charge just falls off but just go over your invoice and make sure that it falls off as soon as possible not fall off within 3 months or longer. Enjoy your stay it will be pleasant I guarantee it..

Yes. I would recommend using priceline. I've saved hundreds staying here just by checking with express deals thru priceline.

You should be able to reserve room with card, they'll put a hold on your card once you check in, usually around $100 for any damages and charge your stay at checkout.
