Depends on the rental company. Most require you to be at least 21 and had a driver's license for at least 3 years. Best bet is to have a friend go with you to the driver's test and barrow it for the driver's test.
I think you can but need to check with the rental company. Also a friend of mine hired a service where he used the car just for the road test.
