What is the best way to talk to the General Manager and report a negative experience?

Go to the place in person and ask for the person in charge.

Apparently here its okay tho impersonate the General manager...Everyone that I spoke with turned out to be just another sales rep. The situation never got handled. They just kept sending different people.
