The walkway around the falls is paved, but if you decide to do a walking tour of the area (i.e.: Paterson Museum, Mill Mile, the reservoir trail) you might want to wear sneakers.
The walkway is paved but there is loose sediment on the path. You should be fine in flip flops but sneaker or closed toe shoes will be best as you can park at the visitor center and walk over to the falls.
It is paved. I think it's concrete.
