Its definitely better to call ahead of time. The campground does get full and you dont want to go all the way out there just to find it full. Alternatively, the washburn day use area is right next door, although you cant stay there overnight.
That depends on the day. The campground may be full but if there is a site available you should be able to just camp there and then check in in the morning. Check for instructions at the campground Check in booth. If possible call ahead and make reservations.
