My brother is the executer of the estate through probate. The vehicles are more or less abandoned. They do not run and would need to be either towed or repaired in order to be moved. Our goal is to remove them from the property through a sale, if possible? Does my brother, the executor, have to go to the DMV IN PERSON to do the necessary paperwork? Can it be done online and then have the titles mailed to us?

If you are the power of attorney then all you need is your license, proof showing you are now the rightful owner of his estate, probably best to go online and print out a paper called SC Form-400, if you plan on driving it then you probably be best to call your local registars owner office.
