Yes it is open. You ate best to buy tickets in advance to get the day u want visit. 4th of july is a big day in that they place almost 3,000 flags in the carved names around the reflecting pools. The museum is up to 2hrs for the full tour. Go to website to buy tickets for the day u r going.
