If you mean the grounds surrounding the memorial, yes. That is free to walk around and view. If you mean the museum, yes. But that cost money to enter.

Yes,grounds are open to the public.There are several prices starting around $24 for adults,young adults $20, senior and veteran prices. Then if want a guide your or need headphones with mp3 for different translations and so on.
