Yes, you can definitely have parties here! If you just show up, I believe you can use the pavilion without paying. However there may be other people or events there. If you want to make sure it's available during the time you're planning, I'd recommend contacting the park office to see if you can reserve it for a few hours.

You absolutely have to pay. My Wife & I tried to schedule for our Son's bday and they were pricey. We ended up doing it at RedBank Battlefield in National Park. $60 for three hours. FYI, groundesmen are there throughout the day and you can get kicked out if you are having a party and don't have the approval, so please dont listen to the poster that said "just show up." That info was passed to me directly by Mantua
Yes, you can throw a party, but you have to book the pavilion. Municipal offices are just down the street less than two minutes away from the park.
