There is a doggie daycare on property.
I believe they let dogs inside the park if you have appropriate documentation. It can be sensory overload though with everything going on at the park. I would double check by calling Hershey Park.
If it's a registered support animal I guess maybe. I don't think you could leave it alone though. It is sensory overload with all those roller coasters rolling around and some over you.

They used to have the Barking Lot. A place to leave your dog while in the park. But I'm not sure if they still do. If not the veterinarian Hospital will board your pet. It's right on Cocoa Drive. Depending on the time I would make a reservation.
