The park is open to the public and you do need to reserve your spot in the park for that day. There is a hour change happening on July 13 where the hours are changed from 11-7. Season pass holders and Hershey resort guests can get in a hour early for Sweet Start
Yes the park is open to the public however you do need a reservation to walk through the front gate
