Nowhere is 100% safe right now. They definitely made good effort to advise riders to maintain social distance, only allowed indivial parties to ride in the same cars, and on some rides they only loaded every other car on the train (Wildcat). People were wearing masks, and there was hand sanitizer everywhere. I felt as safe as I could while there. Great day at the park!

Depends on how you define safe. Hershey Park was clean, people were attentive to wearing masks, ride lunes were quick, picture with Santa was in compliance with current guidelines. If you have concerns why risk it? -- just stay home
