The campground is a great place for a run just down from the park very little traffic and scenery
There are plenty of side roads and trails in the nearby area to run on! The Horseshoe Trail and the Rail Trail are a few minutes away and promise a nice scenic tour of rural areas.

If you're talking about inside the park, I guess you could. It's not really set up for that and usually is very crowded. Plus you would be paying a large ticket price just to run. I recommend looking around the park. West Chocolate Ave has a lot of nice scenery and it's where the original factory was. There is a trail that you could run on that starts in Shanks Park and ends on the other side of the hospital. Very scenic and you could take bikes if you wanted.
You can always visit Hershey world and Hershey Museum buy the park i dont know if is ready before summer.
