There is a holiday parade every year at the Reston Town Center. It usually occurs during late November. The Reston Community Center sponsors the event and you can find information about it on the community center website.
No but being within the Washington metropolitan area, you have parades maybe close by. Other than that there may also be fairs. Some areas celebrate Octoberfest and others have craft fairs.
