But you must live in the City limits for RACC to take in any animals. Or to the shelter of the location in which you live in.

They will not pick up owner surrenders, you will have to bring the cat in to the shelter. If the cat is that bad off, he needs to be taken to a vet and euthanized if necessary.

I have seen several cats suffer & die, at this address. The individual who is supposed to care for them is the only person who can catch them but is unwilling to let me take them in. I have little understanding of how this can be acceptable.
