There's free self parking and then there's valet parking. In general, parking is restricted only to hotel guests and those with dining reservations, and you'll need to stop at a guard gate before entry. Also, in my experience, if you want to visit the hotel to tour it (like during Christmastime), let the attendant know that and you can also enter without issue. This may be at the attendant's discretion, though.

Even in the off season the parking lots close to the main pool and dining are full. Only the remote lots have a few open spaces. I would suggest using the disney transport system or a minnie mouse cab. We were just there and had to park in an outer lot.

You don't have to pay, but its gated so you have to explain the purpose of your visit.

You can park there if you're not a guest but they will restrict access during busier times to those staying or that have reservations.

It is gated, so you have to tell them why you are there.
