You need a Delaware non-resident license and stamp.
At the DE and PA line you are given grace on both side for a length in yards that I am not sure how far. Would be best to ask those who patrol. I asked the same question a decade a ago. Don’t recall how far the grace extends.
Fishing requires a license in the state where you are fishing. If you cross the PA line into DE you need a DE license. The white clay creek also requires a Trout stamp and is closed for the last 2 weeks of stocking and reopens the first Saturday in April, which is April 6 this year.
