They do have a program where you can read too the animals..and they also have camps for kids..

That is correct, 18 is the minimum age to be an actual volunteer. But there may be "youth programs ' available, so contact the SPCA regarding those.
I believe you have to be at least 18 to volunteer. You can definitely donate though they would appreciate that
