Why is this motel got bugs so bad they won't do nothing about

I was there over Halloween weekend and had no issues. I check mattress seams, outlets baseboards etc and saw no signs of them. Maybe I got lucky?

I am here now and no issues. 7/20-7/22/18

They have to raise them somwhete

Actually I've seen the exterminator there while we stayed there last summer
