I'm confused it looks like there's two section of this park. The section to the east looks like it's now houses or a subdivision ? Is this correct o4 was the other section homes at one point but gone (or so new that Google maps not updated)? Thanks

There are several areas of the refuge. The headquarters has several historic buildings and a visitor center open Thursday thru Saturday. The other areas are between residential areas and the lake.

None of the management area is developed.it is inbetween developed land in some areas

Some of it is developed yes. But a lot is not
