On the Westbank, check out the Louisiana SPCA in Algiers.
The SPCA on the west bank spays/neuters strays for TNR (trap/neuter/return)for free; drop off before 10am, pick up the next evening. They also do spays for home pets inexpensively ($35?), but I'm not sure of the price this calendar year.
It can depend on where you live & if the cat(s) are feral or tame. You're better answer to this question is for you to post this on Facebook. That way several ppl & groups could direct you.
