It wasn't when I was there two years ago. Parking lot is o.j., but the trail to the point would be a little dicey with a stroller
You can go till the overview with a stroller. However the way from viking trail has incline and doesn't have a well made path. I've seen parents carry their kids in baby carriers but no one with strollers
