If you see a dog that you would like to adopt, but you don't have all of the adoption fee are there any alternatives?

I was wondering, because I have been visiting every Saturday for about 3 months. I have found 6 cigs that I wanted to adopt but I didn't have enough money for the adoption. I have also been accepted as a foster parent for the dogs. I'm glad those dogs got adopted, but just wish that I could have adopted one of them.
