Person that lives above me does not care for her dog and leaves it outside regardless of temp on tiny 6x4 porch. It uses the bathroom there and drips below onto my porch. It also barks all the time. Can you help please? Unsanitary and no way to live

Thank you! I live in an apartment complex and have reported it to them and they keep assuring me they are doing something but no change has been made. I think they don’t want to deal with although they are legally obligated as my landlord to ensure I have clean and safe place to live.
