Well, there is no leach law on cats. It may well be that this is a community cat. You could ask around to friends to see if they are familiar with the cat

Best thing to do is get your parents or maybe a neighbor to do Trap Neuter Release and let him roam around the neighborhood. If he’s truly a nuisance then someone over 18 can call 311 for someone to get it but only if it’s easily confined.
