As of July 27th, you have to call to make an appointment to to do anything. You can also go to their website and apply for a birth certificate.
If you have proper identification and fill out the proper documents as of last week you may just walk in no appointment needed. I went for same thing, I was there a total of 15 minutes. They have any forms you may need to fill out.
