Honestly, I'd be really surprised if Vandy DIDN'T have such a policy in place. But beyond any hospital policy, there are potential legal issues with videotaping in the ER....an ER is technically a "public space", so you would need to obtain WRITTEN permission from each & every person present before you could capture them on video (or even audio, if say they aren't in the frame but you can still hear them speaking on the video). Additionally, such a thing could potentially violate HIPPA laws, if any of the medical professionals, etc. who are captured on video are speaking abt protected health information related to any individual, and/or if any of their health paperwork/patient charts, etc. is visible on the tape. Overall, even if there isn't a policy in place prohibiting videotaping (&im sure there prob IS), it's not a good idea to do such a thing bc you'd be opening yourself up to a quandry of potential legal problems.
