There are no special fastpasses for those with medical conditions. Fastpasses are free of charge for everyone who has a park ticket. If you are in a wheelchair, sometimes you'll be escorted through the fastpass line just to make it easier to board the rides.
Fast pass is available for everyone. You can also go to guest services to inquire about a medical assistance card

Anyone can get a fastpass and I'm pretty sure that they are free. The fastpass plus is different and is part of the resorts. You will need to book fastpass entry times 2 weeks prior to your visit
