Very handicap friendly
Been there many times and see lots of scooters. Disney does an awesome job helping people.
All of Disney is extremely handicap friendly! You hardly, if ever encounter stairs and if you do, there is always an elevator nearby for you to use.

Animal Kingdom is the least handicap accessible park. Magic Kingdom has dedicated ride entry locations in many cases.
It is totally accessible
I see plenty of people who are handicapped get around all the time. Most every ride seems to have handicap accessible ramps and pathways. Sometimes you have to ask cast members or let them know if you can't stand at all. When we took my grandad we took the wheelchair ramp for certain attractions, but he had to physically get up so he could get into the ride itself.
Saw lots of scooters and there is plenty of room for them. Obviously cant take them on the rides.
Disney does a great job of making the park accessible. Wheelchair/scooter access is availible at all locations and they will also assist with transfers from the chair to ride cars as well.
