I call and it gets roted somewhere. I hit the key to make an appointment and it rang for 4 minutes. So....how does one make an appointment for a C19 test at the Plano VA?

I just moved here but VA wide outside of Texas they weren't doing tests unless symptomatic. Just call the ER they'll be able to tell you where to go, most likely tell you to stay home because testing is irrelevant if you're symptomatic, proceed like u have it, then come to hospital if u have trouble breathing

If you're having problems with the phone system, I would get in my car and drive over there in person.
