Hi Jonathan - We recommend making a "found" post on the website petfbi.org in case the owner is looking for the dogs. If you do not want to house the pups while trying to find the owner, they can be taken to the Franklin County Dog Shelter.

We found a stray cat in our back yard tonight. Can I turn her in to you when you open Sunday? We have a dog we are not cat people but I don't want to see her hurt. I have her in our garage tonight with some food and water and a blanket.
