Definitely uncertain about age requirement for ice skating. Under 18 definitely need consent from parent / guardian to sign and apply in person with parent. Best bet to call the center.

Definitely for the swimming pool area ...But not too sure for the Ice Skating Rink..! Try the NYC Parks & Recreation web site ..
