I have a friend who developed Dementia. I am her Health Proxy and need to pay her bills but find I have no right to do so. I am depositing her checks but need to pay basic bills like Con Ed, Verizon, Car and home insurance, maybe taxes and refuse removal to prepare home for Visiting nurse. How do I do this? She has no relatives.
Call 311 and file a complaint with the City. They will send an inspector from the Department of Housing and Preservation who, if necessary, will issue a violation to correct the issue. Landlord is required to keep pests from apartment/building. If the violations are issued, she will have more proof for the courts to sue for damages.
Where can she go she went to 851 and they turned her away
